The REC is guided in its work by the
World Medical Association Declaration of Helsinki (1964) last updated in 2013,
the Belmont Report of 1979, the WHO Standards and Operational Guidance for
Ethics Review 2011, the International Ethical Guidelines for Biomedical Research
Involving Human Subjects prepared by the CIOREC STAFF in collaboration with
WHO, as well as the guidelines published by PHREB (Philippine Health Research
Ethics Board). According to these guidelines, all research involving human
subjects should be carried out in accordance with the fundamental ethical
principles of respect, beneficence, non-maleficence and justice.
